Thames Valley Horsewatch - 2012

THAMES VALLEY POLICE
HORSE WATCH
WOKINGHAM BOROUGH AREA

Issue 1
08/02/12

Just when we thought we were having a mild winter the weather has hit us with vengeance!

Until recently you have been able to keep your pony’s rugs locked up safe in the tack room as it’s been so mild. Sadly, it’s not just the weather that is foul, but there are some rather foul people around who will quite happily thieve the rugs off our horses’ backs without a second thought of the poor animals’ welfare. There have been a myriad of such thefts recently reported from the Horse Watch groups across the country.

In most cases none of the rugs were marked as identifiable. Unless there is some form of positive ID nothing can be done to repatriate your belongings if they are recovered.

Rug theft is on the rise across the UK, so please deter the thief, MARK THEM.

Rugs are not cheap, even the cheapest is over £40 and can cost £200+. Most equine insurance policies won’t cover rugs, so the theft of them could prove very expensive, also at this time of the year the most popular sizes will be sold out and you could well have problems replacing them.

The UK Horse Watch Alliance has produced a very useful advice sheet on how to mark your rugs—http://www.ukhorsewatch.org.uk/ (advice sheet is here - viewtopic.php?f=25&t=1645)

THREE MILE CROSS

A Brian James Clubman single car transporters/trailer (silver) has been stolen from a property in Grazely Road, Three Mile Cross, Reading. The trailer has had the jockey wheel replaced with one that is sky blue in colour. It has custom made brackets to extend the ramp.

Five men were seen on CCTV to enter the yard by breaking off a padlock. They attempted to gain entry to a container but failed. They then attempted, and failed, to steal a recovery truck as well as entering and searching through a horsebox. They then pushed the trailer out of the compound onto a nearby road and left the scene.

If you have any information which could assist the police with their enquiries please ring 101 or you can ring Crimestoppers anonymously on 0800 555 111.

Thank you.

Dogwatch No. 974

2. Rural Crime

On Sunday 5th January, offender(s) using a vehicle entered a field in Swyncombe, near Henley, and drove round in circles. It was reported they released dogs which chased and killed a deer.

On Saturday 4th January, offender(s) drove across a field and caused damage to boundary fencing on farmland in The Street, North Stoke, Wallingford. At this time, an old style green land rover discovery and a white land rover defender (SWB) with a metal Ifor WIlliams type back were chased off land nearby

Overnight between 30th and 31st December, offender(s) drove onto farmland in Stonor, Henley, causing damage. Entry was gained via an insecure gateway, as a metal gate which had previously been damaged by suspects unknown on 6th December, had not been repaired.

Please note that a number of cars were driving around the Wraysbury/Datchet/Horton area at this time caked in mud and with unreadable number plates. These included a land rover discovery and a white Mitsubishi estate.

3. Oil Tank Security
A new oil tank alarm to prevent theft of heating oil and diesel has come onto the market. The alarm is an improvement on previous designs as it doesn’t require a hole to be drilled into the tank in order to fit it. The ‘Tank Commander’ alarm is ACPO Secured by Design (SBD) approved and more information can be found on the Commander Securities website www.commandersecurities.co.uk

4. Police Rural Action Days and CESAR Marking
Thames Valley Police are running more action days to combat rural crime across South Oxfordshire and the Vale of White Horse in January and February. As part of these days PCSOs will be available to visit your farm or rural business and visibly mark your property with a CREMARK pen. This is a paint pen which is then sealed with lacquer and provides an overt visible deterrent to thieves. This is a free service.

To book an appointment in your area please contact Ali Smith, Crime Reduction Advisor on 01865 555129 or email her on Alison.smith4@thamesvalley.pnn.police.uk

Also, as part of this initiative there is a limited amount of funding to give a discount on CESAR marking which can be used on tractors, trailers, horse boxes, quad bikes and other farm equipment. To book please phone the CESAR booking line on 01784 778310 and quote Thames Valley Police discount.
The standard starting price for the CESAR kit is £149 excluding VAT ( £178.80 including VAT) . Thames Valley Police are funding discounts to allow people living in Oxfordshire, Buckinghamshire and Berkshire to have the system installed for £88 excluding VAT (£105.60 including VAT)

The men, both aged 20, from Swindon, have been released on police bail until 25th February, pending further enquiries.

3. Police Success
Over the Christmas and New Year period, police in the South Oxfordshire and Vale of White Horse area had a number of successes in the fight against Rural Crime.

Between 19th December 2013, and 13th January 2014, 11 arrests were made in a number of areas in relation to hare coursing, and vehicles, dogs and mobile phones were seized. During one arrest the police helicopter was used to carry out an extensive search which resulted in capturing the suspects.

For further details please contact Carol Rudd at Abingdon Police Station on 01235 556937 or email: carol.rudd@thamesvalley.pnn.police.uk

Dogwatch No. 978

1. Rise in Cases of Ferret Theft
There has been a marked increase in the theft of ferrets across the UK. This has led the Wessex Ferret Club to issue an unprecedented security bulletin, advising members on ways of keeping their animals safe. This has been picked up by the national press and an article on the subject can be read here:-
http://www.telegraph.co.uk/earth/wildli ... ieves.html

2. Missing Dog Sighted
A member of Dogwatch has asked us to help her find a dog that has been missing since 22nd November from a house near Compton Beauchamp. The dog is a mid-brown, very curly coated Spanish Water Dog called Conker. He is very timid, so people not to approach him, chase him or call him, but please call the owner 07900214913. He was sighted twice last week on the Little Coxwell Allsopp Estate and also near the quarry at Wicklesham. He is mid sized, around the size of a small Springer Spaniel.

3. Illegal Pesticides
Thames Valley Police is currently investigating the distribution and use of illegal pesticides, including counterfeits, across Oxfordshire, Buckinghamshire and Berkshire.

Illegal pesticides have been found in increasing amounts across the UK and Europe and Thames Valley Police has a particular interest in illegal pesticides not just because of the risks they pose to the rural communities but the links to organised crime gangs. There is growing evidence that the illicit activities of such gangs finance other serious crimes such as human trafficking and international terrorism.

It is not yet known to what extent, if any, illegal pesticides are being sold within our rural communities.
Gathering intelligence and information is a vital part of the investigation, which is where you come in.
If you notice anything suspicious about pesticides you have either been offered or purchased, please call the 24 hour non-emergency number 101 and mention ‘Operation Silo’.

Things to look out for:
• Does the product look or smell unusual?
• Have you been offered a product which has been described as the same as another but at a discounted rate?
• Have you been sold a product because your first choice was ‘out of stock’?
• Do you have any feelings that a product you have bought isn’t quite right? Are there any unusual symptoms or irregularities?(clog spray jets / nozzles) etc
• Is the packaging unusual or not what you would expect?

If you do not want to speak to the police, you can contact the independent charity Crimestoppers anonymously on 0800 555 111 or online at www.crimestoppers-uk.org.

Dogwatch No. 979

1. Possible Sheep Theft?
On 22nd January police officers attended a field just off the South Stoke Road, Woodcote in relation to some animal parts that had been left in this location. It is believed that these are sheep stomachs and entrails and have been left there within the last 48 hours. Officers are trying to ascertain where they came from and it is possible that this could be linked to a criminal act. Therefore officers are asking anyone who owns sheep in the area of Woodcote to check their flocks and make sure that they have none missing. If you find that you have some missing please contact PS 1857 Graham Pink on 101 and say that it is in relation to URN 576 of 22/01/14. Please note - These entrails are NOT beleived to come from deer!

2. Good News Over the Border
In a case heard at Aldershot Magistrates Court, Lee Cooper, aged 31, from Lebanon Road, Southampton, and Walter Smith, aged 25, from Ringwood Road, Totton both pleaded guilty to entering land at night as a trespasser with the intention of taking game in Quarley, near Andover.

Cooper was fined a total of £825 and Smith was fined a total of £620. The two dogs involved in the offences were ordered to be forfeited and re-homed by the police.

Last week, Basingstoke magistrates fined Morris Cole, aged 46, from Fallowfield, Yateley, £165 plus court costs after he entered a guilty plea for daytime poaching in Whitchurch. The court ordered two of his three dogs that were seized to be forfeited.

These are the first prosecutions by officers in Hampshire where courts have ordered the forfeiture of dogs which have been used in poaching or hare coursing activity.

The dogs used in these offences are considered a factor in the commission of a crime by the offenders and are seized as evidence. Historically, offenders have considered themselves at low risk of sanction; even if prosecuted, dogs and vehicles would not be seized, allowing them to continue their criminal activity.

3. Suspicious Vehicle
Black Peugeot Boxer van registration T361 S** seen in the Kintbury area between 10 and 11 am on Tuesday 21st January 2014. Occupants seen looking into gardens. If seen please call 101 and quote reference 370 21/01/14

Combating Rural Crime

1. THEFTS FROM EQUESTRIAN PROPERTIES

There have been yet more thefts from farms and stables where medicines, tack and horse feed have been targeted. Overnight between the 12th and 13th May offenders gained entry to stables in Worlds End, Beedon by climbing over the metal gate. They have then searched a number of outbuildings and stolen medical supplies, hay and straw, agricultural tools and sporting equipment.

There is a trend developing here, so if you own stables/horses, please be aware that there are people out there targetting them and take the necessary precautions!

2. DIESEL

There has been a recent increase in the incidents of the theft of red diesel just over the border in Hampshire. This is predominately but not exclusively from vehicles on building sites, farms and other rural locations.

Please consider your security measures, if possible, leave vehicles with little fuel in them, park them out of sight, if possible in secure buildings. Park them in such a manner that would make it difficult for the fuel tank to be accessed. If you have diesel stored in tanks, please consider locks and alarms for your tanks. Keep cans of diesel locked securely out of sight.

3. SUSPICIOUS VEHICLE

The driver of a white Mitsubishi L200 VRN DX 63 T## has been reported as acting suspiciously in the East Berkshire area. He is trying to sell chainsaws from the vehicle. He is described as being white, with an irish accent.

1. SNARES

We have received a report of a dog being caught in a snare whilst being taken out for a walk in Berkshire. A quick search of the area revealed the presence of another snare nearby.

Whilst the exact circumstances of the incident are unknown, this is a timely reminder for all dog owners to be aware of the use of snares, as well as traps and poisons, for legitimate vermin control operations and to keep their dogs on Public Rights of Way and under control at all times.

2. SELECTA DNA

Selecta DNA is a smart way to invisibly identify valuable items such as computers, antiques, jewellery, TVs, and other electronic equipment as well as various items of garden equipment such as chainsaws and strimmers. It is a liquid only visible under UV light that you can use like ink to put a mark on the items, but inside the liquid is the DNA – a thousand microdots that contain a unique code that is registered to the owner. So, when the stolen item is recovered, the police can use their UV lights to check the marked area, identify the code, look in the database and return the item to the registered owner. The thief is also highly likely to be convicted of the crime.

The liquid comes with warning stickers to put on your doors or windows and tamper-proof stickers to go on the larger items, alerting would-be burglars to the risks of taking anything from the house as it is all marked. Each Selecta DNA kit can mark around 50 items and costs £23 which includes the cost of the database registration.

The kits are available to those who live in the Wycombe area and are supplied by Wycombe District Neighbourhood Watch Association – please register your interest with them via: publicitywdnhwa@hotmail.co.uk or phone Gemma Brooks, Community Safety Officer at Wycombe District Council on 01494 421117

1. MISSING DOGS

Two dogs have gone missing, belived stolen, from a property in Oxford. The two dogs, both male, are 16 week old liver and white sprocker spaniels. Both the dogs are chipped and were wearing blue collars with tags. Anyone with information regarding thesae dogs should contact 07746 308179.

2. ATTEMPTED BURGLARY ON RURAL PROPERTY?

On 23rd June there was an attempted burglary on an isolated rural property in Knowl Hill Common, Maidenhead, at around 4.35 p.m.

While the owner was cutting the lawn outside, two offenders are believed to have entered a the house through an insecure door. There was someone else in the housewho heard footsteps on the landing outside their bedroom, but thought it was a family member.

They called out several times, but there was no answer, so they went to investigate. They looked out of a window and saw two men, walking away up the drive. Nothing had been taken, but the owner was sure they had been inside the house.

CCTV footage from another isolated house nearby, shows two men approaching that house through the garden at 4.12 p.m., but the owner was alerted by the family dog which barked. The owner then challenged the two men who said that they were ‘Looking for somewhere that sells animal feed’.

The descriptions of the two men, given by both owners are identical.

The police carried out an extensive search for the two men and received other reports of two men, who also matched the descriptions given, that were also seen in similar suspicious circumstances, at another rural property, not far away in Burchetts Green Lane, Maidenhead at 3.45 p.m.. When challenged on that occasion, they said they were ‘Looking for my Poodle’.

The descriptions are as follows:
1.. A white man in a white shirt, approx 40 years old, bald with pointed ears.
2.. The second white man was wearing a red t shirt, much younger - approx 25 years old, wearing red trainers.

The police have CCTV pictures of the 2 men. Were you visited by two men, matching these descriptions who were acting in a suspicious manner ? If so, the police would like to hear from you, however insignificant you feel the information might be. To be in those rural locations, they would have needed a car. Did you see two men matching these descriptions getting into, or out of a car ? It doesn’t matter if you did not get the index, if you saw the make model or colour, the police can trace it back via the ANPR (Automatic Number Plate Recognition) cameras across the area.

If you have any information, please contact the police on the 101 number, for the attention of DC 4780 Reese Williams, Local CID Windsor & Maidenhead.

1. THEFT OF HAY TURNERS

To our south, in Hampshgire, we have received two reports this week of hay turners being stolen. The first was reported was a red Kuhn hay turner being stolen between the 01/05/14 and the 29/07/14 from the Over Wallop area. The second report is of a red Kuhn Haybob Tedder being stolen from the Chattis Hill area between the 30/07/14 and the 31/07/14.

Please be aware that harvesting equipment and machinery are particularly venerable at this time of year.

3. RAVES

Thames Valley Police have received information on the possibility of a rave this weekend in the South Oxfordshire and Vale of White Horse area. It is the time of year where the risk of raves across the Thames Valley increases. If these illegal events are set up they can run for the duration of the weekend which could cause disruption and inconvenience to local residents and landowners in the area.

Landowners are asked to take precautionary measures to ensure that ‘Ravers’ do not enter their land. The advice is to place physical barriers in entrance ways to vulnerable sites and regularly check gates and padlocks are still in place.

Please be extra vigilant this weekend and report anyone acting suspiciously on or around your land as they may be checking locations to hold a Rave. If you hear any disturbances during the night call the police as soon as possible on the 24 hour non-emergency telephone number 101, the sooner they are informed the quicker they can react.

Prevention is vital; once an event is set up there is less chance of stopping it.

4. SUSPICIOUS VEHICLE

One of our members has been visited by a man described as irish, white, approx 5’10”, large build, short dark hair in a blue ford transit. The vehicle's VRN is EF 55 F##.

He left with nothing after having a good look round and wanting to buy vehicles
