1. FUEL THEFTS

It's the time of year when the number of fuel thefts rise. The criminals know that you will be topping up your tanks for winter, and the daylight hours are fewer in number. Thefts also occur in daylight hours, as happened in Brightwalton on 29th October. All farmers and home owners are urged to take a few simple steps to help reduce the likelihood of you becoming a victim of this crime. Please consider:-
• The position of your tank;
• The use of control switches;
• The use of padlocks;
• Oil level guage alarms;
• Security lighting;
• Defensive planting (prickly shrubs!);
• CCTV.

2. HARE COURSING

We congratulate Thames Valley Police on a spate of arrests over the weekend in relation to illegal hare coursing:-
• Four men and a teenager on suspicion of offences under the Hunting Act in West Ilsley, near Newbury.
• Four men were arrested and their vehicle and five dogs seized in Longcot, Faringdon.
• Three men were arrested in Cholsey on suspicion of illegal hare coursing on farmland in Blewbury.
• Two men aged 20 and 22 from Reading were arrested on suspicion of illegal hare coursing in Woodcote.
• Three men were arrested in Marcham, Abingdon on suspicion of illegal hare coursing on farmland in Marcham.

Heating oil was stolen from a property in Maiin Street, Bicester.

Remember - Dip your fuel tanks regularly as you might not know it has been stolen until your heating goes off! Further advice can be found from Fuel Theft Flier March 2013.doc

Metal Thefts - Five gates were stolen from a farm in Iver, Bucks, on 18th November and a reel of electrical was stolen from a farm in Kingston Lisle over the weekend.

1.SUSPICIOUS INCIDENT

A suspicious incident involving horses occured over the weekend of 14th and 15th November at the Hardwick Estate, Hardwick Road, Whitchurch on Thames.

A gate to horses grazing had been loosened so that it could be lifted off its hinges and then fell off when opened on the Saturday morning. One of the horses rugs was found completely open at the front (suspected thieves were checking for freeze marks).

On the Sunday morning, a headcollar had been cut in two places, and the mare in the field had bleeding behind the ears, suspect that the thieves had tried to put the headcollar on and she had put up a struggle. Over the weekend, a suspicious white flat bed lorry was seen cruising around and the passengers were very interested in looking around the yard area. When asked, they said they were trying to sell gravel. The witness said they had strong accents, not local. Two other males were seen acting suspiciously on the lanes on the estate on the 14th.

1.MISSING SPANIEL RECOVERED

'Pup', the spring spaniel bitch reported missing in Alert No.1035 has been reunited with her owner. We received information from one of our subscribers soon after sending out the Alert and, using the power of social media (Facebook) were able to track down the individual who had found Pup and taken her home. Please note, there was no criminal activity and the finders reported finding Pup to the council, dog warden and the police. Thank you to them for doing so.

A few points that came out of this experience:-
• Microchipping - If you have your dog microchipped, please register it to an address so that it can be reunited with you quickly if it is found.
• Social Media - Can be a poweful tool in the fight against dog theft and other rural crime. As a result, I have setup a page on Facebook called 'Dogwatch Alert'. Please join it and use it to pass on information. Please remember, we only deal with the Thames Valley Police area in the main but are happy to help our neighbours too!

1.CHIEF CONSTABLE SARA THORNTON CBE QPM

The Chief Constable of Thames Valley Police, Sara Thornton, will be leaving the force in April 2015 to become the first chairwoman of the National Police Chiefs’ Council (NPCC), with the NPCC replacing the Association of Chief Police Officers (ACPO).
On behalf of all Members of Dogwatch, I would like to congratulate the Chief Constable on her promotion and thank her for the personal interest she has shown in Dogwatch and the issue of Rural Crime within the area. There has been a noticeable improvement in the police response to criminal activity in the countryside as well as the links between the police and the rural community. Thank you.

2. EIGHT ARRESTED ON SUPICION OF HUNTING ACT OFFENCES IN THE THAMES VALLEY

Eight men were arrested on Thursday 4th December on suspicion of hunting act and animal cruelty offences.
Seven of the eight men were from outside the Thames Valley and live in Gloucestershire, Hampshire, Sussex and Surrey.
The arrests were part of an organised campaign to target rural crime in the South and Vale local police area, as part of Operation Monocle.
During searches carried out by police, five dogs were seized as well as other items related to the alleged offences.
The Police and Crime Commissioner for Thames Valley, Anthony Stansfeld, said:
“Thames Valley Police have become increasingly effective at catching those who travel into the Thames Valley to commit crimes of this nature and I hope these arrests will serve as a warning to any others considering doing this in the future.”
Andy Boyd, Superintendent of South Oxfordshire and the Vale of the White Horse Local Police Area said:
“These arrests enforce our message that people who travel from outside the region to Thames Valley to commit crime will face the consequences.
“Between 1 August 2013 and 24 November 2013, we had 42 Hunting Act offences across our area. Since 1 August 2014 we have had 32 offences but have arrested 41 people, 31 of which are on police bail while enquiries continue.
“Considering we arrested 29 people during the whole of 2013 for hunting/poaching offences, we’re pleased to see our proactive approach to rural crime is paying off, reflected in our arrest rates.”

1. RURAL CRIME

27th Jan at a farm, Hanney Road, Abingdon. Overnight unknown offenders removed the gates to the site in order to enter the yard. Once inside they stole a 17-metre telehandler, which was later found apparently abandoned, approximately half a mile away, stuck in mud.

27th Jan at a farm, Bucklebury Road, Reading. During the hours of darkness unknown offenders accessed the stables on the farm, via an insecure door, and then stole various animal medicines from within (worming medicine, painkillers, and bandages). The main tack room door was locked and there was no attempt to force it.

27th Jan at a farm, Old Street, Newbury. Between 01:41 hours and 01:47 hours unknown offenders set fires on the farm causing damage to two vehicles and two caravans. Accelerant appears to have been used and a container containing accelerant has been seized. The premise itself is a working pig farm.

2. HORSE STOLEN

Details of Trotter have been posted in the Missing/Stolen horses section

3. WARNING TO HORSE OWNERS WHO SHOP ONLINE

Lincolnshire Police has made Thames Valley Police aware of an ongoing investigation they’re running into a number of offences of online fraud. All of the incidents have involved an individual approaching members of online sites who are asking for saddles for sale.

This individual offers a variety of saddles for very cheap prices using stolen photographs, and insists that buyers transfer money directly into an account, refusing to use PayPal. A false or incorrect parcel tracking number is sent to the victim as proof of delivery so that they feel more comfortable in sending the payment. The parcel then never arrives and contact is cut between the offender and the victim.

Lincolnshire Police have so far spoken to six victims from all over the country, and the fraud has been committed on various different websites. The offender is still actively trying to commit these offences; until they are apprehended they will likely continue to do so.

Follow these simple online safety tips:
• Avoid paying for goods by money transfers - they aren’t secure.
• Be careful when using direct banking transactions to pay for goods. Make sure transactions are secure.
• Never send confidential personal or financial information by email.
• Use an online payment option such aas PayPal whenever possible; it will help to protect you.
If you suspect that you have become a victim of fraud, contact Action Fraud on 0300 123 2040
