9 August 2012

[RINGMASTER COMMUNITY MESSAGING - NORTH SOMERSET - JN1252]

The Constabulary recently did a short study into the issue of stray and abandoned horses.In a 12 month period some 2848 staff hours had been used at a cost to the Constabulary of some £36k. The reality is that the costs and hours were significantly more than that.

To that end, a policy is being drafted.
The policy will try to ensure that it is fit for purpose by all our staff whether they be managing a call related to horses at 1400hrs or 0200hrs, and to also ensure that they spend the least amount of time possible trying to corral horses into places they don't want to go etc.

One key part of the policy will be about developing stables and yards across the Constabulary who will be open to having "Greenyard Status".

Greenyard status means that the stables/yard would do the following for us;

1. Be able to house for a maximum 14 day period any stray/abandoned horses.
2. Be able to collect from the roadside those horses that are categorised as stray/abandoned
3. Are able to collect and deliver to another Greenyard who will then store for 14 days.

In return for becoming involved in this policy they would receive the following compensation;

1. £10 per night stabling fees which would cover bedding/food/water
2. £1 per mile travelling costs
3. A one off £20 worming fee for when the horse is first recovered and stabled etc.

If the horse is in such a poor condition that recovery is not really an option, then it is anticipated that the policy will be as we do at present which is to call RSPCA/vet for humane destruction. If the horse requires a vet and the condition is not life threatening then we will be giving guidance on payment/treatment etc once we have more detail on funding.
With the above in mind please let me know if you are able to consider Green Yard Status for your stables.
Once we know just how many/few yards will become involved we can decide if we have enough to go around the Constabulary to service all the districts or whether we explore a north south split for example. We can also then move on to formalising the paperwork and completing the policy with operational guidance for the Police.

Thank you

Pen Gatenby 7278

[RINGMASTER COMMUNITY MESSAGING - NORTH SOMERSET - JN1264]

Hello this is Pen Gatenby from Horsewatch/Farmwatch. The police have had multiple reports from Farms and Stables of an Irish male who has been verbally aggressive whilst selling garden strimmers, chain saws and other garden equipment. He was driving an Isuzu pick up truck with Irish plates. The police have responded to the calls and checked the male whose goods are cheap and sub-standard but appear to have the correct accompanying paperwork for these foreign goods. It is entirely up to you whether you buy these goods however the police stance on this type of purchase is "Buyer Beware".

Thank you.

[RINGMASTER COMMUNITY MESSAGING - NORTH SOMERSET - JN1272]

Hi this is Pen Gatenby from Horsewatch/Farmwatch. Overnight on Friday 2 November or early morning of Saturday 3 November unknown persons have entered a secure livery yard in Failand North Somerset. No horse related items were stolen but a shed was broken into and a strimmer stolen. There is work being done on the yard and large plant machinery are visible from the road. This may have been an opportunistic break in looking for building materials. It may be unrelated but two males were seen in Failand earlier this morning acting suspicously. One of them was distinctive as he was a young male in his 20s with ginger hair. The males were in a white van with blackened windows, a partial plate number was seen of GY56.
Thank you.

Hi This is Pen Gatenby from Horsewatch/Farmwatch. In the last few days a farm in churchill has had about ten bales of haylage stolen. This year they thought they would make it more difficult for would be thieves by stacking the haylage in the middle of the field so they would have to carry heavy bales quite a distance; apparently not much of a deterrent! The victims have now just daubed most of the remaining bales with the words 'STOLEN' and their telephone number in a mixture of lime green paint and blue marker pen! So if any such oddly decorated bales turn up anywhere, they could be theirs. Please contact the 101 non-emergency number if you have any information or send an email to the horsewatch@avonandsomerset.police.uk

Hi This is Pen Gatenby from Horsewatch. On 16th November 2012 a grey IFOR WILLIAMS horse trailer was stolen from Moor Road in Banwell, together with 3 bridles. Please remember to make a record of your trailer/lorry's identification number. Why not put your postcode on the top of your trailers so it can be seen from a helicopter. If you wish to put transfers on the right hand side of the trailer this makes it unique identifiable, someone may notice it when it is being hauled.
